Pearland site:
A film permit is required for motion picture, television, web, or commercial production of any kind which includes the use of any public street, road, right-of-way, public facility or public place owned by the City of Pearland, or over which the city has the right of control.
A film permit is not required for any filming at an established fixed place of business within the city. A film permit is also not required for filming or videotaping of persons, scenes, occurrences or events, which are done for news gathering purposes in the general public interest, for use in criminal investigations by law enforcement agencies, or for use in any judicial proceedings.

A film permit is free. However, costs incurred with the use of City of Pearland equipment or any assignment of city employees (including Police and Fire personnel) must be reimbursed to the city by the permittee.
A certificate of insurance is required prior to issuance of the film permit.
The certificate of insurance must contain combined single limit coverage for bodily injury and property damage of not less than one million dollars ($1,000,000), and basic workers’ compensation insurance as provided in the laws of the state. The certificate shall name the City as additional insured. The City may require additional coverage if it is determined that the risks inherent in the proposed activity, would not be adequately covered, by the basic coverage.

Pearland site:
If you would like to host your production at a local business, Pearland resident’s home, or any other private property not owned or operated by the City of Pearland, terms of your use of that property will be managed by the property owner.
Ordinance No. 2014-12, Regulations for Commercial Filming, requires that anyone filming for a commercial purpose must obtain a Film Permit through the Office of Public Affairs. To receive a permit, the applicant must provide the following:
Title of the commercial, film or photo shoot.
The type of production to be undertaken.
The location(s) of the filming.
The dates and times of the filming.
Contact information for the production office, producer and location manager.
Production schedule and activities. The following activities may require an additional permit:
Stunts
Pyrotechnics
Special Effects
Aerial Photography (Drones)
Amplified Sound
Use of Animals
Number of persons involved with the production, including cast and crew.
Anticipated need of City personnel, equipment or property.
Description of any areas in which public access will be restricted due to production.
Description of any alterations that will be made to the property.
Number and type of production vehicles that will be used and the locations where they will be stored.
The location where the crew will be fed, if not at the production location.
The location where extras will be held, if not at the production location.
Food vending will require health permits from the Harris County Health Department.
The Application fee is $50.00 and may be waived upon request for non-profit organizations.
